November 4, 2026: India's state-run Bharat Petroleum Corporation Ltd (BPCL) is advancing plans for a nine-million-tonne-per-year oil refinery and petrochemical complex in Andhra Pradesh to meet growing domestic demand for petroleum products and chemicals.
The proposed facility, located near Ramayapatnam Port, will produce transportation fuels and petrochemicals as part of the company's efforts to expand its refining capacity and diversify its product portfolio.
The project has made progress in recent months, with Indian authorities granting environmental and coastal clearances in October.
BPCL's board also approved the establishment of a wholly owned subsidiary on October 23 to oversee the proposed development.
The refinery is expected to produce around 5.4 million tonnes of transportation fuels annually, including petrol, diesel and aviation turbine fuel, alongside approximately 3.2 million tonnes of petrochemical products.
The estimated investment has increased significantly since BPCL outlined the project in 2025. Initially estimated at ₹950 billion, the cost was subsequently put at ₹1034.08 billion in environmental-clearance documents, while a September 2026 estimate cited approximately ₹1450 billion.
However, the final investment decision remains pending as BPCL continues to assess the project's financial and technical requirements.
The company currently has a combined refining capacity of 35.3 million metric tonnes per annum (MMTPA) across its refineries in Mumbai, Kochi and Bina. It has also outlined plans to expand its overall refining capacity to 45 MMTPA by 2028.
