Invitation of Expression of Interest for entering into a Chemical Management System Contract in Heera Offshore Platform, ONGC.
Oil and Natural Gas Corporation Limited (ONGC), a “Maharatna” Public Sector Enterprise, is the largest E&P Company in India, contributing around 75% of India’s domestic production of crude oil and natural gas. Chemical Management System (CMS) is planned to be implemented at Heera Offshore Process Complex of NH Asset, ONGC. Heera and South Heera fields are situated at 70-80 km south-west of Mumbai city.
ONGC invites Expression of Interest (EoI) as per the broad scope of work (stated below) from the interested and eligible parties conveying their interest for participating into a CMS contract.
Broad Scope of Work: The scope of work (SOW) consists of mainly two parts:
Part A: Supply of Chemicals and Chemical Management Services (a) Chemicals to be provided by contractor under this scope of work are: Description Indicative usage of chemicals Oil processing Chemicals
- Demulsification of crude oil
- Inhibition of corrosion in oil lines
- Inhibition of scale
- Controlling bacterial count in well fluid line
- Gas processing Chemicals
- Inhibition of corrosion in gas lines
- Injection Water Chemicals
- Filtration of injection water
- Removing dissolved oxygen
- Inhibition of corrosion in water lines
- Controlling bacterial count in injection water
Wellhead platforms shall not be considered for dosing of oil & gas line corrosion inhibitor/ bactericide chemicals at present due to limitation of infrastructure.
ONGC shall reserve the right to include wellhead platforms in future for dosing of oil & gas line corrosion inhibitor and bactericide chemicals, as & when required.
Chemicals will be tested at RGL, Panvel for minimum qualifying parameters. The chemicals should also conform to HSE and quality parameters as mentioned in SOW. Chemical performance should be as per the KPIs mentioned in the SOW. (c) Optimum inventory management of chemicals at onshore as well as at offshore locations for uninterrupted chemical supply.
Successful bidder shall depute necessary manpower on 24X7 basis in 28 days on/off pattern including Quality Control analyst and helper for CMS.
Part B: Supply of services for Operation & Maintenance contract for chemical injection system:
Responsibilities of contractor include but not limited to supply of chemicals, operation, schedule preventive and planned maintenance including corrective and prompt breakdown maintenance and repair of all equipment / components (Electrical, mechanical & instrumentations) of various chemical injection system.
Successful bidder shall depute necessary manpower on 24X7 basis in 28 days on/off pattern including Maintenance personnel etc for CMS.
Experience Criteria: Bidder should have at least 5 years prior experience in handling/executing a CMS contract (containing supplying chemicals, services & O&M services) which should include at least 2 years of experience in handling/executing a CMS contract with 2 or more chemicals for an offshore installation in the last 7 years.
