Request for Information (RFI) for Production Enhancement Model for Large Fields (Geleki and Kalol Fields).

Oil and Natural Gas Corporation Limited P&D Dte, Green Hills, A-Wing, Dehradun – 248003, India.

Objective: ONGC intends to undertake production enhancement from its mature oil and gas fields under a Production Enhancement Contract (PEC) with suitable E&P companies, Service Providers and Technology firms of global repute and relevant expertise /technology access/ financial capability for its Geleki and Kalol fields.

In the recent past, a bid process was undertaken to select a partner for production enhancement work for the above two fields. The model adopted was a baseline and incremental tariff renumeration for partner with a contract duration of 15 years wherein the Baseline Production was prepared and duly vetted by a third-party agency of international repute. However, due to limited participation, the process was not concluded.

In order to maximize the recovery from the above two fields, ONGC intends to undertake consultations with potential partners for production enhancement activities (viz. G&G, Reservoir Characterization and Simulation, Drilling & Well Completion and overall Asset Management, integrated Sub Surface, Drilling & Surface activities and IOR/ EOR) and seeks views on possible contractual framework/ model for PEC for Geleki & Kalol fields. With above as the context, the objective of this RFI is as follows:

Assess the interest level of potential partners (E&P companies, Service Providers & Technology Players) to participate in production enhancement contract for above two fields.

Understand relevant expertise/ experience/ financial & technical capability of your firm.

Seek views and suggestions on possible business model for PEC (including major terms and conditions of the contract) and qualification criteria/ selection methodology.
