Expression Of Interest: Expression of Interest for Hiring of Consultancy Service for Energy Optimization and Benchmarking Study of Uran Plant.

Oil and Natural Gas Corporation Limited (ONGC) a Govt. of India enterprise invites EOI for Hiring of Consultancy Service for Energy Optimization and Benchmarking Study of Uran Plant.

Uran Plant receives crude oil and gas from Mumbai Offshore fields. The plant is capable of handling 16 MMSCMD of Natural Gas and 20 MMTPA of crude oil. The plant comprises of various units, viz., crude stabilization, condensate fractionation, gas sweetening unit, LPG units, Ethane Propane Recovery Units etc. for stabilization of crude oil & production of VAP like LPG, Naphtha & C2-C3. ONGC Uran Plant processes around 11 MMSCMD of Sour Natural Gas for extraction of VAP and around 45000 M3 of crude oil for making it refinery grade feed. The plant consumes about 1250 MWH/Day of electrical energy, 3300 Tons/day of steam besides large amounts of cooling water from 4 cooling towers, compressed air etc for processing these hydrocarbons. To optimise this energy utilization for energy conservation and maintaining peak energy efficiency in plant operation, Uran Plant intends to hire consultancy service for creation of Energy Benchmark.

Brief Scope of the study: Comprehensive study of the Existing Setup at Uran, Gap Analysis & Proposal/Solution for Improvement / Up-gradation of monitoring systems. This scope shall have two parts.

PART-A: Study will cover the energy efficiency improvement activities based on existing setup / available plant operational data from existing Control & Automation system and Instrumentation.

PART-B: Study will cover the comprehensive assessment of the existing system and gap analysis vis-a-vis ENCON (Energy Conservation) requirement. Propose solution for modernization of plant monitoring / data management system based on the study and submission of study report. The study in part B shall also cover all energy measurement systems (including electrical).
